Dear [Name],

[Organisation] requests permission to install and maintain gross-pollutant capture nets at the stormwater
outfalls listed in Annexure A, at no cost to [Municipality].

**What we are asking for**

Permission and access only. We will fund and provide all hardware, installation, servicing labour,
transport, disposal and insurance.

**What we will provide to the municipality**

1. Installation and ongoing servicing at our cost, on the written schedule in Annexure C.
2. Licensed disposal of the residual fraction, with receipts retained and available.
3. Quarterly data: mass intercepted per outfall, service dates, rainfall context, composition, photographs.
4. A named responsible person, reachable at all times: [name, mobile].

**Flood risk — our design and undertakings**

We understand that the department's principal concern is hydraulic capacity and flood liability. Accordingly:

- Each assembly incorporates designed overflow at both the hub and the weir, so that a fully loaded or
  blinded net bypasses rather than restricts flow. Drawings and overflow capacity calculations are at Annexure B.
- Maximum retained mass per assembly is stated per site in Annexure A.
- Servicing follows a fixed baseline rotation plus a mandatory service after any rainfall event exceeding
  [X] mm (Annexure C).
- Public liability insurance of R[amount] is in place; certificate at Annexure D.
- We undertake to remove any assembly, at our cost, within [X] working days of a written request from the
  municipality, for any reason and without dispute.
